Abstract

This article aims to analyze the importance of popular action as a tool for the exercise of citizenship. To this end, it explores historical aspects related to the development of citizenship since its origins and the evolution of popular action in Brazil. In order to discuss ways the use of the legal instrument can be scaled, it reflects mainly on the necessary reframing of the concept of citizen, as a legitimate person to propose a popular action. It also brings the dual importance of the Public Defender's Office in the field, as an institution that not only provides services to the vulnerable, but also looks for them to provide true education in matters of citizenship.
